Senior facility, downtown ATM, slated for planning commission

Two requests will go before the Carson City Planning Commission Wednesday evening that, if approved, would facilitate a new ATM at the Carson Mall and a new 105,000-square-foot senior living center near Gold Dust West off East William Street.

The meeting will begin at 5 p.m. in the boardroom of the community center, 851 E. William St.

Planning commissioners will make a recommendation to the Board of Supervisors regarding a request to change the designation of a right-of-way along South Carson Street and South Stewart Street from public use to commercial retail use.

Carson City Public Works is making the request.

“Portions of this property include improvements to parking areas used for parking within the shopping center,” the agenda states. “The owners of the shopping center recently entered into a licensing agreement allowing them to use this car park. In addition to parking, the license agreement allows property owners to set up an automated teller machine (ATM); however, it is not permitted in destination P. Therefore, the applicant requests an amendment to the RC zoning map, which will not only provide consistency with the remainder of the right-of-way along the Carson City Mall parcel, but also allow the location of the ATM within the licensed right-of-way will make. .”

Carrington Co., owner and landlord of the shopping center, previously told the Supreme Court that the proposed ATM would drive through it. Public works documents show the location of the requested zoning change on the southeast side of the mall.

“Given that there is sufficient space for the proposed development, it is expected that there will be only minimal traffic impacts within the site, in the immediate vicinity of the ATM,” the development application reads. “Carson City residents will benefit from an additional conveniently located ATM downtown.”

Planning commissioners will also consider a special use permit (SUP) for a 105,000-square-foot congregate care facility within the Lompa Ranch North Specific Plan Area on a 13.29-acre zoned general commercial area. The property is located south of East William Street “at the southern terminus of Gold Dust (West),” according to the agenda.

Mission Senior Living is the project applicant.

“The applicant proposes to construct a congregate care facility consisting of two separate buildings that are expected to be developed in two separate phases,” a staff report said. “The western portion of the site will be a 40-foot-tall, two-story senior living facility with 130 units and the eastern portion of the site will consist of a 40-foot-tall, three-story residential and memory space with 124 units. healthcare institution.”

The report further states, “Under CCMC 18.04.130, a congregate care facility is a conditional use in the GC Zoning District. Therefore, use may only be determined upon approval of a SUP by the Planning Commission. The applicant proposes primary access to the site from Gold Dust West Drive and has submitted a Memorandum of Understanding signed by both parties involved. Access to the south of the site will be restricted to emergency services access only.”

Because the project proposes to use more than 10,000 gallons of water daily, it will also need to be reviewed by the Growth Management Commission. According to the agenda, the applicant requests “an average daily water use of 18,892 gallons.”

According to a staff report, city staff concluded that the city has sufficient capacity to provide water and sewer services to the project without adverse effects.

“Staff recommends an approval condition for the project that would require future water use to be reported, which would ensure that future water use is within the proposed range,” the report said.

In other action:

• Planning commissioners will review an SUP request for an accessory building larger than 75 percent of the size of the primary building for a commercial stable and riding school on a 5-acre single-family residential lot. The home is located at 2170 Alfred Way.

“Tiffany Coury of Elle Equine (applicant) proposes to build a 3,702-square-foot detached barn and establish a therapeutic riding school with up to four therapy program horses living on-site and which would offer lessons to up to two clients. at the same time,” according to the agenda. “The primary residential structure is 3,866 square feet. A detached accessory building may, with SUP approval, be larger than 75% of the size of the main building. In addition, within the SF2A zoning plan, a commercial stable/riding school linked to a residential function is permitted, subject to approval of a SUP.”

• Planning commissioners will consider an SUP for the conversion of a storage facility into a residence on a site zoned general commercial at 5432 Lynnett Lane.

“Peter Sinnott (applicant) proposes the conversion of an existing storage structure into a dwelling on a site of 0.81 hectares,” the agenda states. “There are three existing homes and a commercial building on the site. Multi-family residential development is permitted within the GC zoning district with approval of an SUP.”

• Planning commissioners will consider a SUP request from the Carson City Parks, Recreation and Open Space Department for improvements to the trailhead and a new path on public regionally zoned land about one-third of a mile east of the Koontz Lane terminus.

“The trailhead improvements include access and drainage improvements, improved parking, construction of a new vault toilet and covered picnic tables,” the agenda states. “The 2.4-mile trail will be a non-motorized, unpaved, multi-use trail located along the west side of Prison Hill and will connect three trailheads.”
