Leanne was born on April 22, 1962 to John and Ksena (Nee. Kay) Luciow in Edmonton, Alberta, joining her older brother Lester Luciow (b. 1958). Leanne met her husband, Allen, in 1979 at the Northern Saskatchewan Winter Games. They started dating in 1983. After a few years of dating, they married on May 18, 1985 in Sturgis, Saskatchewan. They settled in La Ronge, Saskatchewan for a few years, with Leanne working at a local bank and Allen continuing his flying career. With both looking for career advancement, Leanne and Allen made the joint decision to pursue a college degree at the University of North Dakota, where they spent the next four years.
